MINUTES OF THE

BOARD OF POLICE COMMISSIONERS SPECIAL MEETING

TUESDAY, MAY 28, 2020

A meeting of the Board of Police Commissioners of Kansas City, Missouri was held on Thursday, May 28, 2020, at KCPD Headquarters, Community Room, 1125 Locust, Kansas City.

This meeting was called to order at 1:04 p.m. by Commissioner Wagner. Everyone in attendance did so via telephone conference.

Deputy Chief Karen True presented a memorandum dated May 27, 2020, to request approval to purchase Isilon Data Storage from ConvergeOne. The total cost of the project is $913,979.08. The total cost to the Department will be $740,905.90, with the City of Kansas City, Missouri funding the remaining balance of $173,073.28, which comes from the OneIT funds.

Deputy Chief True explained that this Isilon data storage upgrade is needed because the current storage system will reach end of life on July 1, 2020. The current system the Department uses is an Isilon storage system from Dell EMC, and is an enterprise data storage solution that serves the needs of KCPD across the entirety of the network. If the equipment is not replaced prior to July 1, 2020, the Department is in danger of permanently losing data and the KCPD network will be crippled. It would be detrimental to the Department.

In response to a question regarding the OneIT initiative with the City, Chief Smith advised that the discussions with the City Manager’s Office are progressing, but there has been no conclusion at this point. Deputy Chief True also added that the Department will utilize the cooperative contract of Cooperating School Districts of Greater Kansas City IT Contract (CSDGKC) to cover the costs of the storage upgrade; however, approximately $94,000 of the funding will come directly from the Department’s budget. The Department will then have to fund any additional equipment needs through April 20, 2021, through the budget.

A motion was made by Commissioner Garrett, with a second by Commissioner Dean, to approve the purchase of Isilon Data Storage from ConvergeOne, at a total cost of $913,979.08. The vote was 5-0 in favor. Following polling, Commissioner Garrett voted aye, Commissioner Dean voted aye, Commissioner Wagner voted aye, Commissioner Tolbert voted aye, and Mayor Lucas voted aye.

A motion was made by Commissioner Dean, with a second by Commissioner Garrett, to adjourn its open meeting at 1:11 p.m. The vote was 5-0 in favor. Following polling, Commissioner Garrett voted aye, Commissioner Dean voted aye, Commissioner Wagner voted aye, Commissioner Tolbert voted aye, and Mayor Lucas voted aye.
