Chaplains are volunteer ordained clergy of multiple denominations who provide pastoral and spiritual support to members of the department and community.

Lead Chaplain Susan McCann

Reverend Susan McCann, Episcopal priest and social worker, is honored to serve the women and men of the KCPD who protect and serve the residents of Kansas City. She received a Master of Social Work Degree from the University of Kansas in 1986 and a Master of Divinity Degree from the Seminary of the Southwest, in Austin, Texas in 1996. Prior to seminary she served for fourteen years as President and CEO of Marillac, a center providing comprehensive psychiatric care for children and youth. During seminary she served as a chaplain at the former Bethany Hospital in Kansas City, KS, and St. David's Hospital, Austin, TX. Ordained to the priesthood in 1996, Reverend Susan served from 1996-2018 as Rector of Grace Episcopal Church. In 2018 she left the parish to devote her ministry to community issues, particularly racial justice, economic equity, predatory lending, and healthcare. She serves on a number of Boards of Directors of community organizations and has received many awards for her social justice work, including her efforts for full inclusion of LGBT persons in the Episcopal Church, and her advocacy for marriage equality. A native of New York City, once a fan of the Brooklyn Dodgers and Giants football, she now enthusiastically cheers for the Royals and Chiefs. An avid fly-fisherwoman, Susan and her husband, John, love to escape to Colorado to fish the streams and hike in the Rockies. They have a blended family of five adult children. One daughter-in-law is an officer with the Oklahoma City Police Department and a nephew is a Deputy Sheriff in Fannin County, TX.

Chaplain Bill Gorman

Chaplain Bill Gorman's passion for police chaplaincy is rooted in his experiences growing up in a law enforcement family. His father served as police officer and detective in the St. Louis area for over 25 years. Bill is the Campus Pastor at Christ Community Church's Brookside Campus. After graduating with a BA in Advanced Biblical Studies and Biblical Languages from Calvary University, he completed a Masters of Divinity degree at Trinity Evangelical Divinity School in Chicago. He joined the staff of Christ Community in 2008. Bill, his wife, and their three children live in the Brookside-Waldo area of Kansas City, MO.

Chaplain John Modest Miles

John Modest Miles was born in Magnolia, Arkansas. He received his education from the following schools: New Hope High School, Mt. Holly, AR; Los Angeles Trade School, Los Angeles, CA; Highland Park College, Detroit, MI; Arkansas Baptist College (B.S. Degree), Little Rock, AR; Philander Smith College, Little Rock, AR; Quachita Baptist College, M. ED. Degree, Arkadelphia, AR; Central Mississippi College (D.D. Degree), Kosciusko, MS; Midwestern Theological Seminary, Kansas City, MO; and Western Baptist Bible College (Honorary D.D. Degree), Kansas City, MO. John Modest was licensed as a Minister in 1963 at Paradise Baptist Church in Los Angeles, CA at the age of 18. He was ordained at Pleasant Grove Baptist Church in Detroit, MI. He was the pastor of True Faith Baptist Church, Detroit MI for 4 years; Liberty Hill Baptist Church and Mount Sinai Baptist Church – both in Little Rock, AR for 16 years. He is currently serving as pastor of Morning Star Baptist Church, Kansas City, MO where he has been serving since April 5, 1987. He was also a teacher in the Little Rock Public School system, and an instructor at Arkansas Baptist College. He served as the Moderator of the New Era District Association, Kansas City, MO which includes 43 local churches for 12 years. He is a longtime friend of President Bill Clinton. He is married to Jeanette Richard Miles, and they have three children, 6 grandchildren and 4 great-grandchildren.

Chaplain Shane Stamm

Pastor Shane Stamm feels blessed to be a Police Chaplain for KCPD. He served on the Kansas City Missouri Police Department as a Detention Facility Officer for two years, and then as a Police Officer for 19 years. God called him out of police work and into full-time ministry in 2013. He has been serving at Open Door Bible Baptist Church in the Northland for over 10 years. Pastor Stamm was born and spent his younger years in Alton, Illinois until moving to Kansas City at the age of 10. He grew up in the Historic Northeast area, graduating from Northeast High School in 1992. He's a huge Chicago Bears fan, loves riding motorcycles and dirt bikes, but most importantly spending time with his family. He is married to his high school sweetheart for almost and has three wonderful children. His wife is a KCPD Officer in the Community Engagement Division. Pastor Stamm looks forward to spending time with the Police Department family and shares a favorite encouraging verse of scripture: Proverbs 21:15 When Justice is done, it brings Joy to the righteous but terror to evildoers.

Chaplain Johnny Jones

Reverend Jones has served as Pastor of the Highland Missionary Baptist Church, located at 2621 Benton Blvd in Kansas City, for 17 years. He is 2nd Vice moderator of the Fellowship District Association, 1st Vice President of the Metropolitan Kansas City Baptist Ministers Union, and Secretary of the Home Mission Board of the Progressive Baptist State Convention of the State of Missouri. Rev. Jones is currently working on his Doctorate Dissertation of Eschatological Theology from The Sure Foundation Theological Institute, in Seminole, Florida. He is married to Deborah Townsend-Jones.

Chaplain Andres Moreno

Father Andres Moreno is the Pastor of Saint Anthony Catholic Church in northeast Kansas City, and he is from Colombia South America; the oldest among one brother and one sister. Father was ordained May 23, 2015, has a bachelor degree in Philosophy and a Master in Divinity and Master of Theology from Holy Apostles College and Seminary, and served as a Parochial Vicar at Our Lady of the Presentation in Lees Summit MO for two years, and became a pastor of Saint Anthony in 2017 until now and served as Police Chaplain since 2018.

Chaplain Brenda J. Smith

Rev. Brenda J Smith is honored and humbled to have the pleasure of serving as Chaplain to the East Patrol of the Kansas City Missouri Police Department. She has a deep respect and care for our men and women in Blue and feels privileged to serve them. She serves as pastor of Gregg Tabernacle African Methodist Episcopal Church where she was assigned during the 12th Session of the Midwest Conference of The African Methodist Episcopal Church. She previously served as pastor of Gilbert Memorial AME Church in Kansas City, Missouri, Ward Chapel Church in Richmond, Missouri, and St Luke AME Church in Norborne, Missouri. Known for her ministry specializing in women's ministry, family dynamics, restoration and healing, and management training, she facilitated women’s retreats and revivals in Missouri and Kansas. Rev. Smith was ordained in 1994. She holds a Bachelor of Science in Business Management in 2006 from the University of Phoenix in Kansas City. She is certified in Early Childhood Development. While teaching at St. Monica Catholic School, she received three summer fellowships to study literacy at Columbia University and fellowships to study the Democratic Process at the University of Minnesota. She was recognized as “Outstanding Educator” by Central Missouri University in 2005. She was certified by Missouri MAT Substance Abuse Peer Counseling in 2018, and Bookkeeping/Accounting from Reflections Technical Institution in 2019.

Chaplain John McCann

Reverend John McCann, an Episcopal priest, is honored to have the opportunity and privilege to serve as a Chaplain to the men and women of the Kansas City Missouri Police Department. Chaplain McCann received his Bachelor’s degree from the University of Kansas and a Master in Divinity from the Episcopal Theological Seminary in Virginia. He pastored parishes in Springfield and Kansas City before serving for over twenty years as Canon (Assistant) to the Bishops of the Episcopal Diocese of West Missouri. Chaplain McCann is currently serving on a part-time basis as Interim Rector of Christ Church, St. Joseph. Chaplain McCann is married to the Reverend Susan McCann who also serves as a KCPD Chaplain. Together they have five grown children. One of their daughters-in-law is an Officer on the Oklahoma City Police Department and a nephew is a Sergeant on the Fannin County, Texas Sheriff’s Department. Chaplain McCann has tremendous respect and admiration for the Officers of the KCPD who faithfully carry out the challenging work of serving and protecting the city of Kansas City. Chaplain Charles Oliver

Rev. Dr. Oliver served as pastor of First Baptist Church of Brunswick, MO., and as associate pastor at Covenant Baptist in Kansas City, MO, First Baptist Church Brookfield, MO, Mt. Moriah Missionary Baptist Church in Knob Noster, MO. Dr. Oliver also served as Vice-president of Christian Education Mt. Zion District of the Missouri Missionary Baptist State Convention, was appointed Evangelist for Home Mission of the Missouri Missionary Baptist State Convention. He served as Chairman of Religious Affairs for the NAACP Mar-Saline Branch in Marshall, MO. and as the assistant director for the Congress of Christian Education in Missouri Missionary Baptist State Convention. Rev. Oliver is well known in Missouri for his gifted teaching abilities and has taught in both Missouri and Kansas State Congress’ of Christian Education. In 2004, Rev. Oliver received a Master of Arts in Christian Theology from Western Baptist Bible College in Kansas City. In 2007, he received an Honorary Doctorate in Divinity from Western Baptist Bible College. In 2014, he earned a Th.D from Newburgh Theological Seminary. Dr. Oliver currently is Director of Christian Ethics and Philosophy at Western Baptist Bible College. Rev. Oliver has been teaching at Western, the first and only Christian institution west of the Mississippi River founded exclusively by African Americans, for more than 18 years. Dr. Oliver was the first African American called to be Pastor of Fairmount Christian Church in Independence, MO. He also served as President of Christian Education for the Mt. Zion District of the MO Missionary Baptist Convention and Senior Pastor Virginia Street Baptist Church in Carrollton, MO., and is Pastor and Hospice Chaplain of Mt. Carmel Missionary Baptist Church of Kansas City, KS.

Chaplain Tony Johnson

Chaplain Tony Johnson accepted his calling in 1992. He served as an associate pastor for several years and, since 2003, is the proud pastor of the First Baptist Church in Liberty, Missouri. Currently, Pastor Johnson also serves as the 3rd Vice President of the Baptist Convention State of Mo. and as President of Congress for the Mt. Zion District Association. He previously served as 3rd Vice President for Christian Education for the State of Missouri. He has also served as Moderator and Vice Moderator for the Mt. Zion District Association. He is affiliated with the Ministers Alliance in Liberty, Missouri and serves as one of the members of the Baptist Ministers Union in Kansas City. Pastor Johnson has attended several Bible colleges including Carver Baptist Theological Bible Institute and Faith Baptist College. He received his Bachelor's and Master's Degrees in Pastoral Theology. Pastor Johnson became a chaplain for the Kansas City Missouri Police Department in 2022. He and his wife, Edna Patrice Johnson, have four children, two boys and two girls, and seven grandchildren.
